IPTF/FEMA TAKEOVER DURING NATIONWIDE BLACKOUT?

After 30 days, it created a new federal agency called the IPTF:
the "Infrastructure Protective Task Force".
The IPTF coordinates FEMA and the FBI for intelligence to suppress terrorism against our infrastructure of electricity, water, fuels, and communications.
(Good Goals, but wrong means, if it violates the Constitution.)

From here, the plot thickens: according to (uncorroborated) intelligence reports, there was a plan to cause a nationwide blackout on Monday August 19, which would allow a merging of forces of the IPTF, FEMA, FBI, and other Federal Agencies. (Rumor has it that the Supreme Court ruled EO13010 unconstitutional on Tuesday Aug. 13??)
Legislation already lets FEMA suspend all rights, including habeus corpus) (read FEMA - the secret government from Free America on FEMA, etc)
but FEMA has no jurisdiction on state and private lands: (most people don't know this)

If FEMA took over and put a gun to your head, would you question their jurisdiction?.
FEMA can declare martial law in a problem area (if under their jurisdiction).
IPTF could ride on FEMAs coattails and the reported plan was to gather "dissidents" during the blackout.

According to some (uncorroborated) reports, the Supreme Court ruled EO13010 unconstitutional and 3 judges took over the US government, prohibiting Clinton from continuing the planned blackout and FEMA/IPTF takeover??
Also, according to the same (uncorroborated) reports, some patriotic Air Force pilots destroyed the C5A transport planes that were transporting the foreign troops before enough were in place. C5A Troop Transport planes are so costly to run that only the President can order them out, which he did according to intelligence reports??
(p.s. the C5As were destroyed in a remote Utah desert location during a major thunderstorm, so no civilian eyewitnesses?)
